If so, what? Also I have found a 16 GB ipad for 499 and a 32 GB ipad for 599. Is the extra 16 GB worth the extra 100 bucks? What is the average battery shelf life on an IPAD? Thank you!

usually if the ipad has low price there is a plan for that you will pay for monthly or yearly
